Born on 08.08.1960 in Vittal Padnur Village of Bantwal Taluk, Dakshina Kannada District, in an agrarian family. After finishing his primary education in the village and high school education in Vittal, he studied PUC in Sri.Bhuvanendra College at Karkala. He did his B.Sc. from St.Aloysius College, Mangalore. He did his law course from the Law school, Banaras Hindu University, Varanasi. He initially joined the bar at District Courts in Mangalore and in July 1989, he commenced his practice at the High Court of Karnataka, Bangalore. In 1998 he was directly recruited as a District and Sessions Judge and he served in the capacity of Principal District and Sessions Judge at Bidar, Tumkur, Raichur, Belgaum and Bangalore Rural districts. He was also the Registrar General of High Court of Karnataka and Director of Karnataka Judicial Academy, Bangalore. He was appointed as Additional Judge of the High Court of Karnataka and taken oath on 21.05.2020 and Permanent Judge on 25.09.2021. Retired on 05.08.2022.
Was the Chairman & Managing Director of Hindustan Petroleum Corporation Ltd (HPCL) from 2007 to 2010 and amongst other key positions held, was the Director Planning – Oil Coordination Committee, Ministry of Petroleum & Natural Gas, Founder Chairman of HPCL-Mittal Energy Ltd. (HMEL) and Former Chairman, Scientific Advisory Committee, Ministry of Petroleum & Natural Gas, Govt. of India, etc. Mr. Balakrishnan holds a Bachelor’s Degree in Chemical Engineering and Post Graduate Diploma in Management (Indian Institute of Management, Bangalore). Mr. Balakrishnan has expertise in the fields of Project Planning & Implementation, Finance, Human Resources, Science & Technology, Corporate Governance etc. and was awarded “The Distinguished Alumnus Award 2008” from the Indian Institute of Management, Bangalore and “Personal Excellence Award 2009” for Excellence in Leadership, Emotional Intelligence Institute, Texas A&M University, Kingsville, USA, amongst many other accolades and awards.
Dr. Kalpana Gopalan IAS is a composite public policy professional. Practitioner, policy-
maker, scholar, author, volunteer and mother, she wears many hats. She secured the 20 th
rank in the All India Combined Civil Service Examination, 1987. Her 31-year work
experience in the Indian Administrative Service spans land administration, urban
management, public distribution system, rural development, training and education. She was
former Additional Chief Secretary, Youth Empowerment & Sports. Dr.Kalpana is recipient of
the Mother Theresa Women Empowerment Award 2019 for “outstanding contribution to
excellence in leadership”. She was felicitated and awarded citations by the Rajiv Gandhi
University of Health Sciences (2019), WeLEED-Empowering Women’s Growth (2019),
Ramaiah Institute of Technology (2019), Honorary Consul, Republic of Maldives (2015) and
Institution of Engineers of India (2013) for her “outstanding service to society”, “excellence in
leadership” “outstanding contribution to women’s education and empowerment” “outstanding
leadership and contribution to youth empowerment and education” and “contribution to
society”. She stewarded the NLM-UNESCO 2000 award for Karnataka with her work in
literacy and the Karnataka Ratna award 2013 for Cauvery Handicrafts. She is Advisor to the
Bangalore City Corporation and consultant to the Administrative Training Institute, Mysore.
Kalpana combines a unique mix of academic and practical experience. She honed her
research skills with a Doctorate and Masters in public policy from IIM Bangalore. She was
rated among the "top two percent of doctoral candidates in the past decade” for her research
on infrastructure public private partnerships. A gold medallist and university topper in her
undergraduate and master’s, she was Visiting Fellow at McGill and Concordia Universities in
Canada; EU fellow in the University of Salerno in Italy; Chevening scholar, Institute of
Development Studies, UK; and Maxwell Public Policy scholar in Syracuse University, USA.
She trained in Evidence for Policy Design in the Centre for International Development,
Harvard University, USA and in E-Governance strategy in the London School of Economics,
UK. She was twice selected as a SA-YSSP scholar by the University of the Free State,
Bloemfontein, South Africa and the International Institute for Applied Systems Analysis. She
presents papers in national and international fora and has published three books and many
journal articles. She is a sought after speaker and has delivered over 200 talks on different
aspects of public policy to national and global audiences.

He was Dean overseeing administration at IIMB between 2011 and 2014, Chairperson, International Students Exchange Programme 2003-2006, Chairperson, NSRCEL 2000-2003, Strategy Area Chair, 1997-2000, and PGP Committee Member, 2003-2006. Presently Country Head & MD of ANDREAS MAIER in INDIA – a German MNC in work holding , clamping and shop floor machine automation, based in Bangalore. Earlier positions include being the Country Head & MD of Colfax in India – a US MNC as well as being the President of TVS Srichakra, India’s largest 2-wheel tyre manufacturer. Has worked in the Gulf and in India in a career spanning over 50 years , set up green field ventures and established successful operations and collaborations with global giants as Grundfoss pumps, Wendt abrasives, Allweiler pumps, Bertelsmann group, Houttin positive screws, Thames Water, Miele etc Has delivered over 100 productivity presentations and seminars across India and the middle east and has been an active member in many trade, business and social organisations as CII, Rotary etc... Received the President’s award for Energy conservation for large industries from Hon. Pratibha Patil in 2007. A mechanical engineer from the University College of Engineering, Bangalore (UVCE) with management development training in General Motors, Scotland, has also done courses in IIT & Guindy Engineering college in Chennai. Played cricket for the school & college, now plays golf on the weekends and is fond of reading, music and movies.
M.R. Prasanna (Pras), a native of Mysore, holds a Master’s Degree in Law from the University of Mysore and is a Gold Medallist. After being an independent Counsel for about 7 years he worked as Head of the Legal function for over 28 years with different organizations like Alfa Laval, Brooke Bond India Limited (now part of Hindustan Unilever). He was the Chief Legal Officer of Larsen & Toubro Limited, Mumbai for seven years. For about 12 years, Pras was the General Counsel of the Aditya Birla Group, spearheading mergers and acquisitions. Since May 2010, Prasanna has relocated to Bangalore as an Independent Consultant primarily for corporates, advising them on a variety of corporate transactions, mergers and acquisitions. He is also a member of the Karnataka Bar Association and appears in court primarily in diverse corporate matters. Currently, Pras serves as an Independent Director on the Boards of Indian Companies.
